Al Tamimi & Company facilitates major SAR1.5 billion sewage treatment project in Riyadh

Al Tamimi & Company, the leading full-service law firm in the Middle East, has successfully advised Miahona Company, N.V. Besix, and Power and Water Utility Company for Jubail and Yanbu (Marafiq) on a SAR1.5 billion project finance deal. The deal, closed on February 7, 2025, was for the development of an Independent Sewage Treatment Plant (ISTP) project in the Riyadh region of Saudi Arabia. The facility will have a treatment capacity of 200,000 cubic meters per day, a critical component of the region’s water management strategies.
This significant infrastructure project, which is part of Saudi Arabia’s Vision 2030 initiative, includes a 32 km transmission pipeline, a pumping station, and reservoir tanks capable of handling 400,000 cubic meters of treated sewage effluent. The plant aims to improve the utilization of treated sewage effluent, contributing to the sustainability and growth of the region’s water resources. The project is set to commence commercial operations by the third quarter of 2026.
Al Tamimi & Company’s KSA projects team, led by Aurangzeb Maqsood (senior associate) and Rawan Alsawad (associate) were supervised by Rafiq Jaffer (partner, KSA) and the UAE projects team led by Elyazia Alozaibi was supervised by Mark Brown (partner, UAE). The firm advised on the sewage treatment agreement, local law matters, and the finalisation of project documents, security documents, and conditions precedent to financial close. Additionally, the team issued legal opinions for the project company and sponsors, ensuring compliance with local regulations and laws.
