QICDRC announces new appointments
The QICDRC comprises the QFC Civil and Commercial Court, QFC Regulatory Tribunal and the Alternative Dispute Resolution Centre.
The RT. HON. SIR DAVID KEENE has been appointed as Chairman of the QFC Regulatory Tribunal. The Tribunal was established by law in 2005 to act as an appeal body from decisions of QFC institutions. Sir David Keene has a distinguished legal career, and previously served as a Judge at the High Court and Court of Appeal in the UK.
JUSTICE FRANCES KIRKHAM CBE, is regarded as one of the world’s leading judges in construction cases and will head “Q-Construct,” a specialist fast-track construction dispute resolution scheme.
Q-Construct is a form of Alternative Dispute Resolution and designed to help large infrastructure projects complete on time, including those for the 2022 World Cup.
CHRISTOPHER GROUT is promoted from Acting Registrar to Registrar and performs a legal, judicial and managerial role for the QICDRC. As Registrar, Christopher reports directly to the QICDRC CEO and is accountable to the President of the Court and the Chairman of the Regulatory Tribunal for legal and judicial decisions.

Her expertise in the construction industry broadens the already considerable experience of our current Judges, and reflects the large number of construction-related disputes in Qatar. Sir David and Christopher assume new responsibilities at the QICDRC and will continue to contribute to both the day-to-day work of the Court, and developing legal education in Qatar.”
